Precise Plan to act upon applications for Downtown Planned Community permits; <br />and <br />WHEREAS, the density bonus parking concession would result in cost <br />reductions. If the project were to meet the required parking for the child care facility, <br />it would require 34 additional parking spaces which would result in additional costs <br />and impact the project's ability to provide 100% affordable senior housing at the <br />very low income level and the 8,000 sq. ft. child care facility; and <br />WHEREAS, on December 5, 2017, the Planning Commission considered <br />whether the Project is categorically exempt from the requirements of the California <br />Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15332 <br />(Class 32 - "Infill Development Projects") as explained in the CEQA compliance <br />memorandum attached to the staff report ("CEQA Memorandum"), along with the <br />previously certified Downtown Precise Plan Program Environmental Impact Report <br />(EIR) (State Clearinghouse #2006052027), the staff reports, oral and written, and <br />testimony and materials presented by all those wishing to be heard on this Project <br />at the noticed public hearing on this matter; and <br />WHEREAS, on December 5, 2017, pursuant to Section 2.0.3-A of the DTPP <br />(pg. 28), the Planning Commission conducted a public hearing in accordance with <br />all applicable requirements of the Subdivision Map Act and the Redwood City <br />Municipal Code and Zoning Ordinance, to consider the Downtown Planned <br />Community Permit Application DPC2017-03, Density Bonus parking concession <br />and Tentative Parcel Map Application TM2017-03, and all applicable requirements <br />of the State Planning and Zoning Law and the Downtown Precise Plan, and the <br />recommendations of the AAC; and <br />WHEREAS, The Project will not cause any substantial adverse change in <br />the significance of any historic resource; and <br />WHEREAS, the Planning Commission determined that the proposed <br />Downtown Planned Community permit a n d Tentative Parcel Map would further <br />the purposes of and appropriately implement the City of Redwood City General <br />Plan, applicable provisions of the Redwood City Municipal Code and Downtown <br />Precise Plan, and the 707 Bradford project. <br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br />Section 1. The Planning Commission finds that the above recitals are <br />accurate and constitute findings in this matter and, together with the Staff Report <br />and the application materials, including without limitation the development plans, <br />and all other documents, reports, studies, memoranda, maps, oral and written <br />testimony, and materials in the City's file for the applications and the Project, and <br />all adopted City planning documents relating to the Project and the property <br />including the City's General Plan, Municipal Code, Downtown Precise Plan, <br />ATTY/RESO.0107/PC RESO APPROVING DOWNTOWN PLAN COMMUNITY PERMIT -707 BRADFORD <br />REV: 12-01-17 PR <br />Page 2 of 23 <br />
