<br />I <br /> <br />I <br /> <br />I <br /> <br />SCOPE OF WORK <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />PHASE ONE - <br />PROJECT UNDERSTANDING AND <br />COMMUNITY OUTREACH <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />Exhi bit A <br /> <br />SCOPE OF WORK/METHODOLOGY <br /> <br />This section outlines the work scope EDA W will follow in completion of the <br />Redwood City Downtown Area Plan. Our staff assignments and fee <br />proposal are described in Section 4 of this proposal. <br /> <br />Our proposed work schedule for the Plan is shown immediately following <br />this Scope of Work. <br /> <br />EDA W remains flexible with respect to the specific elements of the <br />proposed work scope, and is amenable to changes in emphasis, scope of <br />work, and schedule. We view this process as a collaborative venture with the <br />City and expect to partner with the staff throughout the study tÏmeline. <br /> <br />TASK A. Project Initiation <br /> <br />A.I Staff Scoping Session <br />An initial scoping session will be held with City staff to identify project goals, <br />establish methods of communication, review the project schedule, discuss <br />expectations of the planning process and work products and discuss the <br />Public Participation Program. <br /> <br />A.2 Study Area Visit <br />The study area and its surroundings will be driven, walked, and <br />photographed by the EDA W team to identify existing conditions relevant to <br />the project and to gain thorough ftrst hand knowledge of the area. We prefer <br />to do this with staff, so that comments can be made with respect to speciftc <br />developments on-site. <br /> <br />A.3 Initial Contact and Data Collection <br />A data gathering effort will be undertaken to collect existing documents and <br />maps affecting the study area. Documents to be collected will include the <br />General Plan, development standards, zoning information, license and parcel <br />data, and other materials relating to the downtown core and surrounding <br />supporting context. Contacts will be made with other relevant government <br />agencies having jurisdiction in Downtown Redwood City (e.g. San Mateo <br />County), key landowners, and developers involved with Downtown projects. <br /> <br />A.4 Base Map Preparation <br />A base(s) map of the study area will be prepared at the approximate scales <br />1"= 400 feet for the larger study area and 1"= 200 feet for the Downtown <br />Core Area using existing city data sources such as aerial photography and <br />parcel information. This base map will be compiled in AutoCad 2000, and <br />used throughout the process for analysis and vision planning. <br /> <br />A.5 Establish the Public Participation Program/Calendar <br />EDA W in collaboration with City staff and the Technical Advisory <br />Committee (rAe), will develop a process for interaction with the Task Force <br /> <br />I <br /> <br />Redwood City's Downtown Area Plan <br />
