REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 8, 2018 <br /> <br />SUBJECT <br />Final Acceptance – Marine Parkway Spot Repair Project <br /> <br />RECOMMENDATION <br />By motion, accept the Marine Parkway Spot Repair Project, and authorize the release of <br />bonds and retention according to City procedures <br /> <br />BACKGROUND <br />Roadway pavements deteriorate over time due to exposure to the elements and traffic <br />loads. Regular pavement maintenance and repairs are necessary to maintain a <br />pavement in good condition and to extend the useful life of the roadway. <br /> <br />Marine Parkway in the Redwood Shores area serves as a major connector between the <br />residential neighborhood, business areas and Highway 101. This stretch of roadway <br />had significant sections of deteriorated pavement. In order to make structural <br />improvements to this deteriorated pavement, the City Council awarded the Marine <br />Parkway Spot Repair Project to G. Bortolotto & Co., Inc. of San Carlos at the June 26, <br />2017 City Council meeting. <br /> <br />Although additional work on this roadway segment will be considered, the current <br />project has been completed. This project improved the City’s overall roadway pavement <br />condition, preserved the condition and safety of the roadway, and avoided further <br />deterioration and more extensive repairs. <br /> <br />ANALYSIS <br />Project Completion <br />The project was awarded for a base bid of $311,111.11. Construction began in August <br />2017 and concluded in December 2017. The project was successfully completed in <br />accordance with City specifications. One contract change order was issued for quantity <br />adjustments and changes to the project scope for a final contract amount of <br />$319,157.16, approximately 3% more than the initial contract amount. <br /> <br />Comments Received and Additional Work to be Considered <br />Over the course of construction, concerns were raised by members of the public about <br />work delays, conditions during construction, and the scope of work.
