in unpatched roadway sections being left over two weekends. While unfortunate, the <br />work area had the required construction warning signs and the surface was drivable. <br /> <br />Spot repairs are typically the first step in our pavement management projects and are <br />followed by a surface treatment. Spot repair work removes failed sections of pavement <br />and, if necessary, the underlying base rock, to restore the strength of the roadway and <br />to prevent further deterioration. In some sections of Marine Parkway this looks like <br />patches of new asphalt, in others, it looks like the whole road was resurfaced. These <br />variations are due to the amount of roadway damage. The scope of work of this project <br />was consistent with 2017-18 capital improvement program budget, which did not fund <br />resurfacing the length of Marine Parkway. <br /> <br />After this winter, the roadway will be reassessed to determine the most appropriate <br />resurfacing treatment. That work will be included in the next regularly scheduled project <br />to further protect the pavement and to create a visually consistent surface. This future <br />project could happen as early as FY 2018/19 or 2019/20, but will ultimately depend on <br />the available paving program budget. <br /> <br />ALTERNATIVES <br />1. Council may request additional information prior to accepting the project or <br />authorizing the release of bonds. <br />2. Council may choose not to accept the project or not to authorize the release of <br />bonds. However, this would be contrary to the terms of the contract, prior Council <br />action, and public contracting code. <br /> <br />FISCAL IMPACT <br />The funding for this project was approved by the City Council on July 1, 2017 with the <br />Fiscal Year 2017-18 Capital Improvement Program budget. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency for CEQA compliance, the City of Redwood City determined that the <br />project met the CEQA exemption criteria as set forth in Section 15301 (Existing <br />Facilities).
