REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 8, 2018 <br /> <br />SUBJECT <br />Amendment to the City's Classification and Salary Plan and amendment to the <br />Memorandum of Understanding between the City and SEIU Local 521 <br /> <br />RECOMMENDATION <br />1. Adopt a Resolution amending the City's Classification and Salary plan; and <br />2. Adopt a Resolution approving a tentative agreement between the City of Redwood <br />City and Service Employees International Union Local 521 (SEIU) to amend the <br />Memorandum of Understanding between the parties and authorizing the City Manager <br />to execute the First Amendment to the Memorandum of Understanding integrating the <br />tentative agreement language <br /> <br />BACKGROUND <br /> <br />In accordance with the City’s Municipal Code and Personnel Rules, the City maintains a <br />classification and salary plan encompassing all positions of employment with the City. <br />Periodically, salary ranges for the various classifications are updated in accordance with <br />approved Memorandums of Understanding or salary resolutions, and employment <br />agreements with unrepresented employees. In addition, as service needs and <br />operations evolve over time, City staff review the City’s classification system and <br />organization to recommend changes in order to bring position descriptions up to date, or <br />to make changes to improve service delivery. When considering changes to <br />compensation, the City takes into account factors such as the cost of living, recruitment <br />and retention goals, and compensation survey data from comparable Bay Area cities, <br />as well as the current financial condition of the City, and any anticipated fiscal <br />challenges. In addition, the City negotiates agreements with recognized bargaining units <br />on any changes that impact hours, wages, or terms and conditions of employment for <br />positions within the respective group. <br /> <br />ANALYSIS <br /> <br />The recommended changes to the City’s classification and salary plan include updates <br />to comply with the State minimum wage requirement, updates to executive <br />management salary ranges in accordance with previously approved agreements, and <br />8.A. - Page 1
