proposed changes to the classifications assigned to the City’s water resources section <br />in order to facilitate an organizational restructuring in support of operational needs and <br />service goals. <br /> <br />Water Resources Section Reorganization <br />The Water Resources section of the Public Works Department serves the City’s water <br />customers by performing water meter reading, replacement, repair, and troubleshooting, <br />assisting with opening and closing water accounts, monitoring water quality, conducting <br />regulatory testing requirements, and managing the City’s water conservation program. <br />Over the past few years, the City has begun to transition from manual-read water <br />meters to radio-read meters, which requires less staff time spent on reading meters, <br />and an increase in the need for technological proficiency with automated systems. In <br />addition, increased regulatory requirements and new development has led to the need <br />for additional specialized skills in the areas of water quality, backflow prevention testing, <br />and cross-connection testing. After a comprehensive analysis of the current <br />classification and organizational structure, the City proposed changes in the positions <br />within the unit, and reached agreement on these changes with the representative <br />bargaining unit, SEIU 521. As a result, the following positions have been added to the <br />classification and salary plan: <br /> <br />Classification Title Minimum Salary <br />(Monthly) <br />Maximum Salary <br />(Monthly) <br />Water Resources Technician $5,665 $6,884 <br />Lead Water Resources Technician $6,428 $7,816 <br />Water Resources Specialist $7,072 $8,898 <br /> <br />The following positions have been removed from the salary plan, as the duties of these <br />positions are contained within the new classifications listed above: <br /> <br />· Customer Support Services Specialist <br />· Recycled Water Specialist <br />· Water Conservation Specialist <br /> <br />In addition, the City reached tentative agreement with SEIU on modifications to the <br />MOU with respect to the certification incentive plan, to incorporate the position changes <br />and modify the certifications eligible for incentives. <br /> <br />Executive Management Salary Range Adjustment <br />The Executive Management Summary of Benefits Resolution, last amended by Council <br />in July 2017, stipulates that ranges for executive management positions must maintain <br />8.A. - Page 2
