DES:d4k 12/11/92 (032/34) <br /> emergency within the City of Redwood City, and established <br /> regulations and restrictions on the delivery and consumption of <br /> water, and established penalties for violations thereof; and <br /> WHEREAS, in consideration of the water shortage emergency <br /> and similar action to be taken by all other Suburban Purchasers, <br /> on September 19 , 1988 , this Council adopted Resolution No. 10909 <br /> suspending the operation of the aforesaid Section 7 . 02 (b) for <br /> fiscal years 1987-1988 and 1988-1989; and <br /> WHEREAS, similarly, on December 10 , 1990 , this Council <br /> adopted Resolution No. 11452 suspending the operation of the <br /> aforesaid Section 7 . 02 (b) for fiscal years 1989-1990 and <br /> 1990-1991 , and on September 23 , 1991 adopted Resolution No. 11611 <br /> suspending the operation of the aforesaid Section 7 .02 (b) for <br /> fiscal year 1991-1992; and <br /> WHEREAS, on April 23 , 1992 , the San Francisco Public <br /> Utilities Commission continued in effect the water shortage <br /> emergency and the mandatory water conservation program <br /> theretofore declared and established by it, including water <br /> rationing and excess use charges for fiscal year 1992-1993 ; and <br /> WHEREAS, the provisions of the Master Contract which <br /> determine permanent entitlements to a portion of the Supply <br /> Assurance based on water usage are not compatible with measures <br /> taken by all signatories to the Master Agreement to reduce <br /> consumption of water under their respective water supply <br /> contracts; and <br /> WHEREAS, it is appropriate to continue to suspend the <br /> provisions of the Master Agreement during the period of the <br /> 2 11921 <br />
