Through previous transactions, PWS <br />has found On the Surface Flooring, Inc. to be a responsive and responsible vendor. <br />ALTERNATIVES <br />The Council may elect not to approve the proposal, which will result in continued <br />deterioration of the existing carpet in Main Library. <br />FISCAL IMPACT <br />Funds in the amount of $173,800 are available in the FY 2017-18 Tenant Improvement <br />Fund project budget. <br />ENVIRONMENTAL REVIEW <br />This action is not a "project" within the meaning of the California Environmental Quality <br />Act (CEQA) because the replacement of carpet in Main Library will not cause a direct <br />physical change in the environment or reasonably foreseeable indirect physical change <br />in the environment.
