6.3.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />January 22, 2018 <br />SUBJECT <br />Accept Safe Routes to School and Green Infrastructure Pilot Program Grant <br />RECOMMENDATION <br />By resolution: <br />1) Accept the Safe Routes to School and Green Streets Infrastructure Pilot Program <br />Grant in the amount of $250,000; <br />2) Authorize the City Manager to execute the funding agreement; and <br />3) Amend the Fiscal Year 2017-2018 Various Transportation Grants Fund to increase <br />revenues and expenditures by $250,000 <br />BACKGROUND <br />As part of Draft Neighborhood Street Enhancement Program (NSEP) Implementation <br />Plan, staff identified potential funding sources to augment and expand priority projects <br />that would be funded by NSEP. One of the sources identified in the Plan is the Safe <br />Routes to School (SRTS) —Green Infrastructure (GI) Pilot Program, funded by the San <br />Mateo City and County Association of Governments (C/CAG). <br />City staff applied for, and was awarded, a grant for $250,000 to install green <br />infrastructure and pedestrian safety improvements that augment planned NSEP <br />projects. <br />All the NSEP improvements, including the subject green infrastructure improvements <br />(detailed below), were reviewed by neighborhood residents during a series of <br />neighborhood meetings. At its December 12, 2017 meeting, the Complete Streets <br />Advisory Committee recommended approval of the NSEP Plan to the City Council. The <br />NSEP Plan is also being presented to the City Council at the January 22, 2018 meeting <br />for final approval. The NSEP Council report provides additional detail about <br />neighborhood outreach, and the comprehensive list of proposed improvements. <br />ANALYSIS <br />City staff seeks to augment the projects funded by the Stanford NSEP with the C/CAG <br />Safe Routes to School - Green Infrastructure grant. This grant would add bio -retention <br />areas near Taft Elementary School in conjunction with priority projects from the NSEP <br />Plan. If accepted, the additional funding would allow some medium priority NSEP <br />projects to be installed along with high priority projects, advancing their implementation. <br />
