6.3.A. - Page 2 <br />The project is located directly adjacent to Taft Community School and KIPP Excelencia <br />Community Prep School in Redwood City. The project area is bounded by 5th Avenue <br />on the north, 10th Avenue on the south, Page Street to the east and Bay Road to the <br />west. <br />The grant -funded project includes the following components: <br />• 5th Avenue and Page Street — bulb -outs at each corner with five bio -retention <br />areas <br />• 8th Avenue and Page Street — bulb -outs at each corner <br />• 10th Avenue and Page Street — four high -visibility crosswalks <br />• 10th Avenue and Bay Road — crosswalk beacon system <br />• 8th Avenue and Bay Road — new high -visibility crosswalk and beacon system <br />Educational signage will be placed near the intersection of 5th Avenue and Page Street <br />explaining the project benefits (stormwater treatment and pedestrian safety). <br />The grant agreement also requires a commitment to maintain the bio -retention areas to <br />retain the effectiveness of the stormwater treatment. Staff from the Parks, Recreation <br />and Community Services and Public Works Services Departments would maintain these <br />areas. These departments maintain similar features at other locations and the new <br />items would be included as part of their ongoing operations and maintenance. <br />A small portion of the project overlaps jurisdiction with the County of San Mateo. The <br />County has been a partner in the larger NSEP planning process and provided a support <br />letter for the grant application. Following approval of the NSEP Plan by the City Council <br />and County Board of Supervisors, a maintenance agreement will be drafted that <br />outlines roles and responsibilities for the construction and maintenance of all NSEP <br />projects (including those funded by this grant). This agreement would return to the City <br />Council and the County Board of Supervisors later this year. <br />If accepted, the grant would cover $250,000 of the estimated project cost of $650,000. <br />The required local match would be provided by the first installment of NSEP funding. <br />The proposed project timeline assumes that design would take place in 2018 and <br />construction in 2019. <br />Staff recommends that the City Council accept the Safe Routes to School — Green <br />Infrastructure Pilot Program Grant which will improve water quality through increased <br />stormwater treatment and increase pedestrian safety for children walking to and from <br />school. <br />ALTERNATIVES <br />The Council may choose not to accept the Safe Routes to School and Green <br />Infrastructure Pilot Program Grant and not to amend the budget. <br />
