6.3.A. - Page 2
The project is located directly adjacent to Taft Community School and KIPP Excelencia
Community Prep School in Redwood City. The project area is bounded by 5th Avenue
on the north, 10th Avenue on the south, Page Street to the east and Bay Road to the
west.
The grant -funded project includes the following components:
• 5th Avenue and Page Street — bulb -outs at each corner with five bio -retention
areas
• 8th Avenue and Page Street — bulb -outs at each corner
• 10th Avenue and Page Street — four high -visibility crosswalks
• 10th Avenue and Bay Road — crosswalk beacon system
• 8th Avenue and Bay Road — new high -visibility crosswalk and beacon system
Educational signage will be placed near the intersection of 5th Avenue and Page Street
explaining the project benefits (stormwater treatment and pedestrian safety).
The grant agreement also requires a commitment to maintain the bio -retention areas to
retain the effectiveness of the stormwater treatment. Staff from the Parks, Recreation
and Community Services and Public Works Services Departments would maintain these
areas. These departments maintain similar features at other locations and the new
items would be included as part of their ongoing operations and maintenance.
A small portion of the project overlaps jurisdiction with the County of San Mateo. The
County has been a partner in the larger NSEP planning process and provided a support
letter for the grant application. Following approval of the NSEP Plan by the City Council
and County Board of Supervisors, a maintenance agreement will be drafted that
outlines roles and responsibilities for the construction and maintenance of all NSEP
projects (including those funded by this grant). This agreement would return to the City
Council and the County Board of Supervisors later this year.
If accepted, the grant would cover $250,000 of the estimated project cost of $650,000.
The required local match would be provided by the first installment of NSEP funding.
The proposed project timeline assumes that design would take place in 2018 and
construction in 2019.
Staff recommends that the City Council accept the Safe Routes to School — Green
Infrastructure Pilot Program Grant which will improve water quality through increased
stormwater treatment and increase pedestrian safety for children walking to and from
school.
ALTERNATIVES
The Council may choose not to accept the Safe Routes to School and Green
Infrastructure Pilot Program Grant and not to amend the budget.
