7.A. - Page 19 <br />B. Parks Impact Fee <br />Fee Findinqs Requirements <br />1. Identify the purpose to which the fee is to be put. <br />The purpose of the Parks Impact Fee is to augment recreational opportunities <br />through the improvement of parks in order to compensate for increased <br />demand for City facilities and services brought about by new development and <br />the associated increase in population. <br />2. Demonstrate a reasonable relationship between the fee and the purpose for <br />which it is charged. <br />Based on the City's current population and existing park facilities, the City's <br />existing level of service is 2.14 acres of park area for every 1,000 residents. <br />The City's General Plan level of service goal is 3 acres of parks for every 1,000 <br />residents. This reasonable relationship remains between the current need for <br />the Fee and the purpose for which it was originally collected because the City's <br />level of service goal is 3 acres of parks for every 1,000 residents. New housing <br />developments increase the number of residents but do not always add additional <br />park space with their projects. The fee collected is used to offset/increase the <br />level of service for park acreage for the added residents. <br />3. Identify all sources and amounts of funding anticipated to complete financing in <br />incomplete improvements. <br />All sources and amounts of funding anticipated to complete financing in <br />incomplete improvements are listed in Table H, at the end of the Parks Impact <br />Fee section. <br />4.
