8.C. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />January 22, 2018 <br />SUBJECT <br />Harbor View Place Project Environmental Review Scoping Session, Review of Proposed <br />Community Benefits Package and Review of Economic Land Use Study <br />RECOMMENDATION <br />Receive public comment and provide Council comment on the scope and content of <br />Environmental Impact Report that will be prepared for the proposed Harbor View Place <br />Project application as described in the Notice of Preparation (Attachment 1); provide <br />comment and direction on the developer's community benefit package and provide <br />comments related to land use economics for the site <br />BACKGROUND <br />Proiect Description <br />The Jay Paul Company (the "Applicant") proposes to redevelop the subject 27.08 acre <br />site that includes eight parcels at 320, 330, 340 and 350 Blomquist, 19 Seaport <br />Boulevard, and 15 and 30 Stein Am Court. The site previously was occupied by Malibu <br />Grand Prix, a building and lumber supply company, a gas station, Lyngso garden <br />materials, and light industrial uses. The applicant's conceptual proposal includes <br />1,178,734 square feet of office/amenity space within four seven -story buildings with <br />surface parking, two parking structures, and significant landscaping (the "Project", <br />Figure 1- Site Plan and Project Data). The proposal, including project plans, may be <br />accessed here. <br />The subject properties are designated Industrial -Light (LI) and Industrial -Port Related <br />(IP) within the adopted General Plan, and are zoned Industrial -Restricted (IR) and <br />General Industrial (GI) in the Zoning Ordinance. The applicant's proposal is not <br />consistent with the land uses or standards allowed in the City's adopted General Plan <br />and Zoning Ordinance. Therefore, the Applicant has requested a General Plan and <br />Zoning Map Amendment, Architectural Permit, and Parcel Map for the development of <br />an office campus. If approved, the project would also include a Development <br />Agreement. <br />The current zoning designation of Industrial -Restricted (IR) provides areas for low - <br />intensity industrial uses and research and development with a maximum floor area of 70% <br />and maximum height of 75'.
