8.C. - Page 3 <br />Program was prepared for the IHSP Draft EIR. The Draft EIR and related documentation <br />can be accessed on the Inner Harbor Specific Plan Proiect page on the City website. <br />Following suspension of further work on the IHSP, the applicant requested that the City <br />initiate a General Plan Amendment to allow for the review of their proposal. This initiation <br />request was originally denied by the Planning Commission in late 2016. A subsequent <br />General Plan initiation request was heard by the City Council on July 24, 2017. At this <br />meeting, the Council initiated the General Plan amendment request. This action did not <br />approve the project, however, it did allow staff to begin the environmental and project <br />review process. At this same meeting, the Council also requested that the EIR scoping <br />session be held at the Council level (rather than at the Planning Commission level) and <br />that a study session be held early on in the process to discuss land use economics and <br />community benefits. <br />Following the July 24 City Council meeting, staff hired an environmental consultant, whose <br />contract was approved by the Council in November 2017. City staff also hired a land -use <br />economics firm, who prepared a qualitative level land -use economics analysis of the site <br />and proposal. This firm also hired an engineering firm as a sub -consultant to assess site <br />preparation costs. The purpose of January 23, 2018 City Council agenda item is to <br />receive EIR scoping comments, as well as allow the Council and public to provide <br />comments on the land -use economic findings, and proposed community benefits for the <br />site. <br />ANALYSIS <br />Environmental Impact Report Scopinq Session <br />The purpose of the City Council scoping session is to allow the City Council and the <br />public to comment and provide input on the scope and content of the project's EIR. The <br />public may also provide written comments prior to February 12, 2018. As stated in the <br />NOP (Attachment 1), the EIR will evaluate the project with respect to the following topic <br />areas pursuant to the California Environmental Quality Act (CEQA): Aesthetics, Air <br />Quality, Agriculture and Forestry, Biological Resources, Cultural Resources, Geology and <br />Soils, Greenhouse Gas Emissions, Hazards and Hazardous Materials, Hydrology and <br />Water Quality, Land Use and Planning, Mineral Resources, Noise, Population and <br />Housing, Public Services and Recreation, and Transportation and Circulation. <br />Page 3 of 8 <br />
