8.C. - Page 18 Aaron Aknin, Steven Turner, Lisa Costa Sanders January 16, 2018 <br />Subject: Evaluation of Development Alternatives for Harbor View and Parcels Portside <br />of Blomquist <br />Summary of Findings and Opinion <br />Page 2 <br />This summary of findings addresses the subjects as identified in the introduction to this <br />memorandum, namely: <br />■ Market feasibility or susceptibility to change in the next 10 years of Harborview <br />and Portside Parcels. <br />■ Financial feasibility assessment of commercial park tech office use and biotech / <br />R&D use on the Harbor View project personals. <br />■ Assessment of community, economic and physical benefits of tech office versus <br />biotech on the Harbor View project parcels. <br />Per agreement with the City, findings are stated qualitatively. Also, findings of market <br />feasibility are presented separately for the Harborview Parcels, the Port side parcels <br />south of Seaport Center, and the Port side parcels north of Seaport Center. More detail <br />about and in support of the KMA findings is presented in the attached tables and in the <br />attached report by Sandis civil engineers. <br />For the Harborview Project Parcels, market support findings are: <br />■ High market support for commercial park tech office use (as proposed by <br />landowner) <br />■ Medium but trending up Market support for biotech / R&D <br />■ High Market support but low financial support for industrial uses other than <br />biotech / R&D <br />Comment and presentation of key evaluation factors in support of KMA's findings and <br />opinion as to market feasibility are presented in tables 1A and 1 B. <br />Findings/opinion with respect to susceptibility to change of use for Parcels south <br />of Seaport Center are: <br />KMA's opinion is there will be low susceptibility to change in next 10 years given existing <br />major users either own the land or have been at the location for many years as <br />successful businesses. <br />Findings/Opinion with respect to susceptibility to change of use for Parcels north <br />of Seaport Center are: <br />Many land users, rather than being landowners, are on long-term leases, which leads to <br />the same conclusion as for the parcels south of Seaport Center, that there will be low <br />susceptibility to change in next 10 years. <br />Tables 1A and 1 B provide more detail to support the foregoing findings/opinions. <br />001-001;jf <br />18610.010 <br />
