ROMEY <br />Subject: <br />Introduction <br />8.C. - Page 17 <br />FINAL DRAFT <br />Evaluation of Development Alternatives for Harbor View and Parcels <br />Portside of Blomquist <br />SAN DIEGO Keyser Marston Associates (KMA), along with their subconsultant Sandis, a civil <br />PAUL C. MARRA <br />engineering firm, has been contracted to evaluate market feasibility, financial feasibility, <br />and provide an economic impact assessment of the Jay Paul Harbor View site and <br />certain locations Portside of Blomquist. The subject site and locations are identified in <br />Table 1 and the accompanying photo exhibit. <br />Specifically, by agreement with the City, KMA has evaluated whether market support will <br />be strong or weak for Biotech/ R&D or Commercial Park office tech land uses at the <br />Harbor view site, and KMA will further evaluate whether Industrial and Port Related uses <br />in locations Port side of Blomquist will be strong or weak in the foreseeable future. <br />Further, by agreement with the City, KMA has evaluated whether there is strong or weak <br />probability that existing General Plan land uses or only Commercial Office are financially <br />feasible for the Jay Paul site. The evaluation will take into account City provided <br />regulatory requirements, and the opinion of KMA's sub consultant Sandis, as to the likely <br />magnitude (high or low) of the costs of soil preparation (in particular sea level rise), the <br />regulatory requirements, potential off-site mitigation costs, and infrastructure costs. <br />Finally, KMA has provided for Biotech / R & D and Commercial Park land uses whether <br />economic impact is likely to be high or low, taking into account such measures as <br />■ Direct fiscal revenues to the city, and indirects where identifiable; <br />■ Economic impacts of direct job creation and employee compensation; <br />■ Indirect economic output. <br />2040 BANCROFT WAY, SUITE 302 r BERKELEY, CALIFORNIA 94704 , PHONE: 415 398 3050 , FAX: 415 397 5065 <br />001-001; jf <br />WWW.
