6.1.B. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />January 22, 2018 <br />SUBJECT <br />Award of Contracts for Initial Groundwater Remediation Activities at Sequoia Station <br />Shopping Center <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to: <br />1. Execute a Professional Services Agreement with Groundwater & Environmental <br />Services, Inc. in the amount of $153,650 for management and coordination of quarterly <br />groundwater monitoring events and initial remediation activities; and <br />2. Execute Amendment No. 1 to the Professional Services Agreement with <br />Cascade Drilling, L.P. amending the scope and increasing by $18,641 the fees of the <br />original agreement dated November 3, 2016 to perform subsurface drilling and initial <br />groundwater remediation at the site, for a total not to exceed contract price of $75,257 <br />BACKGROUND <br />During development of the Sequoia Station Shopping Center in the mid-1990s, soil and <br />groundwater investigations identified the presence of chlorinated solvents in the <br />groundwater beneath the property. Since July 2014, the Public Works Services <br />Department (PWS) has worked with the San Francisco Bay Regional Water Quality <br />Control Board (RWQCB) to monitor and resolve the groundwater contamination. <br />PWS engaged Groundwater & Environmental Services, Inc. (GES) to assist the <br />Department with meeting the RWQCB's cleanup requirements. GES was instrumental <br />in quickly organizing and meeting RWQCB mandates, as they had previously prepared <br />a remediation study for the site in 2007. GES staff were able to leverage their historical <br />first-hand knowledge of the site to guide the City's response. <br />In October 2016, the RWQCB approved the City's site remedial action plan and PWS <br />began preparations for a pilot project to test the efficacy of proposed groundwater <br />remediation technologies. PWS contracted with GES for oversight and coordination of <br />the pilot program, and released a request for proposals for a drilling contractor to <br />perform the work. From the solicitation, PWS selected Cascade Drilling L.P. (Cascade) <br />and entered into an agreement with the contractor in 2016. <br />PWS concurrently started negotiations with the two property owners, Regency Centers <br />and Safeway, to obtain site access. Due to difficulties negotiating with one of the <br />property owners, the project was delayed for the past year. <br />
