6.1.C. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />January 22, 2018 <br />SUBJECT <br />Agreement between the City of Redwood City and the County of San Mateo for alcohol <br />and other drugs (AOD) prevention services for fiscal year 2017-18 <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the agreement between <br />the City of Redwood City, fiscal agent for Redwood City 2020, and the County of San <br />Mateo for a grant from the San Mateo County Behavioral Health and Recovery Services <br />(BHRS) in the amount of $150,000 for alcohol and other drug prevention for fiscal year <br />2017-18 <br />BACKGROUND <br />Redwood City 2020 is a community collaborative that facilitates collective impact to <br />ensure that all people in Redwood City and North Fair Oaks are healthy, safe, and <br />successful. Redwood City 2020 partners, including community-based organizations, <br />local government, public agencies, families, and youth, collaborate to develop and <br />implement impactful programs that build on strengths and address acute needs in the <br />community. The City of Redwood City is a core Redwood City 2020 partner and <br />serves as the collaborative's fiscal agent. <br />Since 2008, Redwood City 2020 has led a cross -agency initiative called the <br />Alcohol and Other Drugs Prevention Partnership in Redwood City and North Fair <br />Oaks. The initiative is rooted in collaboration and evidence -based programming, <br />and works towards a strategic alignment of goals. Ultimately, the AOD Prevention <br />Partnership aims to address environmental factors that contribute to alcohol and <br />other drug abuse, reduce alcohol and other drug consumption and purchase <br />among underage youth, reduce sales to minors, build the community's capacity to <br />support prevention, and increase awareness about relevant community and <br />school-based resources. <br />Redwood City 2020 was selected to receive a Substance Use Prevention/Treatment <br />(SAPT) grant in the amount of $150,000 from the San Mateo County Behavioral Health <br />and Recovery Services (BHRS) to support Redwood City 2020's Alcohol and Other <br />Drugs Prevention Partnership efforts in fiscal year 2017-18. However, the County was <br />not in a position to create contracts which outlined the funding and deliverables for this <br />
