Hence, the County passed a <br />continuing resolution for BHRS to extend the existing contracts of grantees to provide <br />funding in fiscal year 2017-18 until new contracts are in place. The continuing resolution <br />provides funding at $12,500 per month (equaling 1/12 of the total annual funding <br />amount [$150,000]) until new contracts are in place. The continuing resolution allows <br />grantees to invoice BHRS to receive funding. Existing provisions of the fiscal year 2016- <br />17 contract continue to be valid under the continuing resolution, until new contracts are <br />in place. Redwood City 2020 can create and process sub -contracts with partners for <br />programs and services to be completed in fiscal year 2017-18 under the continuing <br />resolution. <br />The SAPT grant supports the work of Redwood City 2020's AOD Prevention <br />Partnership to: reduce underage alcohol use; increase the number of youth (ages <br />12-18) who are actively supported and involved in positive youth development <br />programs and activities; support positive relationships between parents/caregivers <br />and their children; use communication and education strategies to increase <br />community members and caregivers' understanding of the role of norms and <br />environmental factors in contributing to underage misuse and abuse of alcohol and <br />other drugs; and build an effective prevention system in Redwood City and North <br />Fair Oaks (as part of San Mateo County). <br />ANALYSIS <br />As the facilitating organization for the AOD Prevention Partnership, Redwood City <br />2020 will distribute resources from this grant to support activities such as <br />caregiver and youth educational programs, youth leadership programs, <br />mentorship projects, mental health services, and law enforcement programs to <br />ultimately reduce youth's access to alcohol and other drugs. A number of partner <br />agencies and organizations have direct roles in supporting Redwood City 2020 <br />and the collaborative prevention strategies enacted by the AOD Prevention <br />Partnership, illustrating the widespread need and attention that this critical issue <br />holds throughout the community. These partner agencies include the Sequoia <br />Union High School District, Stanford University's John W. Gardner Center for <br />Youth and Their Communities, Friends for Youth, the Peninsula Conflict <br />Resolution Center, the San Mateo County Sheriff's Office, the Sequoia Teen <br />Resource Center, StarVista, and the Youth Leadership Institute. <br />ALTERNATIVES <br />The City Council may elect not to authorize the City Manager to execute the <br />agreement. <br />FISCAL IMPACT <br />Funding for the AOD Prevention Partnership facilitated by Redwood City <br />2020 has been granted by the County of San Mateo to cover the cost of this <br />
