ATTACHMENT A SCOPE OF SERVICES Consultant will prepare and file all of the City of Redwood City's eligible fiscal year state mandate cost reimbursement claims for which claiming Instructions are Issued in the 2017-2018, 2018-2019 and 2019-2020 fiscal years. In addition, Consultant will prepare and document new or first-time claims, as well as claims that require amendment. Consultant will: 1) Collect all relevant claim data and prepare and file all fiscal year 2016-2017 through 2018-2019 actual cost claims based on the State Controller's claiming Instructions issued during fiscal each fiscal year. 2) Collect all relevant claim data and prepare and file newly claimable programs for which the State Controller issues claiming instructions during fiscal years 2017-2018 through 2019-2020. 3) Provide a minimum of one on-site visit in order to train and inform City staff of appropriate data collection methods. 4) Provide regular project status and SB90 budget updates to the City's designated SB90 coordinator. 5) Provide data collection forms and assistance to the City to prepare new claims that are approved by the CSM (Commission on State Mandates) during the contract period where the minimum cost threshold will be met. 6) Assist the City with mandated cost questions from the State Controller's Office, 7) Assist the City with desk reviews and/or field audits SCOPE OF SERVICES - WORKPLAN Consultant's work plan for the City of Redwood City is intended to be proactive and require the least amount of City staff time as possible. It has been Consultant's experience that when cities establish a system to identify and track their mandated activities throughout the fiscal years, they receive fewer claim reductions and inquiries from the State.
