EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE <br />Scope of Work <br />The survey will be conducted both online and by telephone, by trained professional <br />interviewers. The sample will consist of a random selection of registered voters in the <br />City, with identified emails and phone numbers. <br />The sampling procedures will be consistent with generally recognized, <br />scientifically valid sampling techniques designed to produce a survey reflective <br />of the electorate. <br />Specifically, EMC will: <br />• Work with City staff, consultant, and key stakeholders to design and prepare a <br />survey instrument that addresses the City's goals; <br />• Test the questionnaire for clarity of questions and revise as necessary; <br />• Draw a computer-generated random sample of likely voters in the City; <br />• Collect survey data through interviews conducted by telephone from a central <br />telephone bank, supervised by an on -duty supervisor; <br />• Adapt the questionnaire for online application; program and host the survey <br />using professional survey software; manage the deployment of survey invitations <br />via email; and collect survey responses online; <br />• Perform in-depth analysis of the data; <br />• Tabulate survey results, and design and generate cross -tabulations and other <br />statistical tables as needed; <br />• Meet with City representatives, the City Council, consultant, and others as <br />needed to present and review the results, and discuss the applications of <br />findings to future strategy decisions; <br />• Assist the City and consultant in development of ballot language if the City <br />decides to place a measure on the ballot; and, <br />• Be available for consultation on findings and strategy. <br />REV: 06-28-18 VR <br />Page 3 of 5 <br />ATTY/AGR.Amend No. 1 /EMC Research <br />
