EXHIBIT "A"

Fifth Avenue Pump Station New Discharge Box Culvert
Scope of Work

PHASE I. PRELIMINARY DESIGN

In the preliminary design phase of the Fifth Avenue Pump Station new discharge box culvert
emergency construction project, we will further verify the feasibility of constructing about 136
feet of 5' x 5' twin concrete box culvert within the existing 15' storm drain easement. The box
culvert will be sized to handle the discharge of the future Fifth Avenue pump station. The
existing 42" CMP from the existing storm drain pump station will be connected to the new end
wall of the proposed box culvert. Flap gates will be installed at the end of the proposed box
culvert next to the Bay Front Canal instead of a discharge structure as designed before. During
the preliminary design phase, BKF will fine tune the discharge box culvert, and perform
easement survey to locate the existing storm drainage easement in the field. It is our
understanding that the City of Redwood City will visually inspect the condition of the existing
42" discharge pipe; this information will assist us in our final design.

Task 1 - Preliminary Engineering and Design Development Report

The report will include:

1. Review of existing engineering as-built drawings and reports
2. Review existing storm drainage easement and ground survey to locate the 15' easement
in field
3. Optimizing box culvert design to ensure the proposed structure being saturated within
existing easement
4. Preliminary engineering of box culvert end wall design to include discharge flap gate and
canal level sensor pole
5. Proposed box culvert end wall design including existing 42" CMP tie-in
6. Permit application from environmental review agencies
7. Preparation of preliminary project cost estimate
8. Preparation of brief design summary
9. Meetings with City staff to review overall preliminary engineering design
10. Incorporation of City comments and upgrade final brief design summary
11. Project administration including weekly project log

Deliverab les:
. Draft brief design summary outlining the twin box culvert design
. Finalize brief design summary that incorporates City's comment. Once the City is
satisfied with the design summary concept and authorizes us to proceed, BKF will
move into working drawings.
