EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE SCHEDULE <br />1. PROJECT SCOPE <br />Consultant will conduct an assessment and audit of the City's Human Resources (HR) <br />function to identify service delivery strengths and opportunities for improvement. <br />Consultant will perform the following tasks: <br />1. Initial Assessment of HR Policies, Procedures and Systems: 25 hours <br />• Interview and HR staff (7 staff) and Payroll staff (2) <br />• Identify and collect summary of unwritten procedures and policies related to <br />compensation, benefits and leave management and the interactive process <br />• Review known errors identified <br />• Review six MOUs for challenging MOU language that could lead to <br />misinterpretation or inconsistency (note compensation and benefits resolution for <br />Executive and Confidential Employees) <br />• Observe challenges with work flow and make recommendations for improvement <br />• Work with City Attorney assigned to HR to identify potential legal issues and <br />compliance issues <br />2. Develop Work Plan to modify rules, policies and implementation plan: 75 hours <br />The work plan shall include: <br />• Recommendation for developing new and/or updated policies <br />• Recommended workflow to reduce errors and ensure consistency <br />• Check lists, best practice forms to help alleviate errors <br />• Recommendation for Retiree health procedures <br />• Recommended updates to Personnel Rules and identification of MOU <br />inconsistencies. <br />• Recommended rules and process for promotional pay, pay calculations, <br />certification pay, when to advance steps <br />Action plan for implementing changes, including staff development <br />3.
