EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE <br />I. Scope of Services <br />Consultant will furnish all labor, tools, equipment, and materials necessary to conduct <br />five groundwater monitoring events, ending in March 2020, and complete remedial <br />design activities. Specific tasks that Consultant will perform are outlined below. <br />Task 1 — Ongoing Groundwater Monitoring Program <br />• Consultant will conduct five groundwater monitoring events ending with the first <br />quarter of 2020. <br />Task 1.1 — Task Management/Field Preparation <br />• Consultant will coordinate with the City and site property owners to <br />schedule monitoring events in advance. Consultant will also coordinate <br />with the chemical testing laboratory to arrange for sample shipments and <br />analyses. <br />Task 1.2 — Well Gauging and Groundwater Sampling <br />• Consultant will measure the depth to groundwater and purge and sample <br />groundwater from the 12 to 20 accessible monitoring wells, plus an <br />additional well installed during the pilot phase remediation work. <br />• Consultant will gauge and sample onsite wells in accordance with the <br />reduced monitoring schedule that has been in place since 2016, as well <br />as the one offsite well installed on City property in 2008 by Genesis <br />Engineering and Redevelopment (Genesis) at the intersection of Jefferson <br />Avenue and Middlefield Road as part of the negotiations with the Bolton <br />family. <br />• Consultant will purge at least three well casing volumes of groundwater <br />from each well to be sampled, using a Waterra pump and dedicated <br />tubing. <br />• Consultant will measure pH, temperature, and electrical conductivity until <br />the measurements are stable. <br />• Consultant will collect a groundwater sample from the wells scheduled for <br />sampling. <br />• Consultant will submit samples to a California certified analytical <br />laboratory for analysis of selected halogenated volatile organic <br />compounds (HVOCs) by EPA Method 8260B, as well as for selected <br />bioremediation parameters, as needed. <br />• Consultant will place purge water in 55 -gallon drums for proper disposal. <br />Task 1.3 — Chemical Analysis of Groundwater Samples <br />• Consultant will submit to a State -certified chemical testing laboratory <br />under chain -of -custody for analysis of a select list of HVOCs that include: <br />PCE, TCE, cis-1,2-DCE, trans-1,2-DCE, 1,1-DCE, and vinyl chloride, by <br />EPA Method 8260B. <br />REV: 04-23-19 EI <br />Page 3 of 5 <br />ATTY/AGR.Amend No. 1 /GES - Groundwater Monitoring and Remediation <br />
