To the Honorable :Mayor and City Council <br /> From the City Manager <br /> <br />January 14, 2002 <br /> <br />Subject <br />2000-2001 Tree Preservation and Sidewalk Repair Program <br /> <br />Recommendation <br />By Motion, approve Change Order No. 1 to the 2000-2001 Tree Preservation and Sidewalk <br />Repair Program contract with L & B Engineering, Inc. of San Francisco, CA, in the amount <br />of $120,000.00. <br /> <br />Background <br />On February 26, 2001 the City Council approved the contract documents and <br />specifications and authorized the City Clerk to call for bids for the subject contract. <br />The proposed contract was duly advertised and six sealed bids were received and <br />opened at the Office of the City Clerk on April 25, 2001. On May 7, 2001 the City <br />Council awarded the contract to L & B Engineering, Inc. in the amount of $629,900.00. <br />The estimated bid quantities were established by surveying the project area and compiling <br />the sidewalk and curb and gutter defects observed, plus wheel chair ramps to be installed <br />in the project area. The survey quantities are used to set a bid scope for the project. <br /> <br />L & B Engineering has been performing the sidewalk repairs to the project specifications. <br />The estimated quantities of the original contract are about 85% complete - approximately <br />$535,500 of the $629,900 contract. Staff has re-surveyed the remaining portion of the <br />project area (Reporting Area 20) and determined that there is still about $215,000 in <br />sidewalk repairs necessary to complete Reporting Area 20. <br /> <br />The reasons for the additional work over the original estimated quantities include: <br />· The addition of sites that were not completed during the previous year's (1999-2000) <br /> project due to the contractor's failure to perform. These sites were not part of the <br /> original bid quantity estimate because the specifications were prepared for bidding the <br /> 2000-2001 project prior to the termination of the 1999-2000 project. These locations <br /> should be added to the project scope. <br />· Many sites required additional work due to site conditions that deteriorated between <br /> the time the project estimate was made and the time of actual construction. <br />· Some property owners requested additional site work. Some work was performed as a <br /> cost share and some work was paid for 100% by property owners. These repairs were <br /> unanticipated and not included in the original project estimate. <br />· Once construction commenced at a site, additional work was found to be necessary to <br /> complete a proper repair. Additional sidewalk repair was necessary or additional curb <br /> and gutter repair to improve drainage. <br /> <br /> Page 1 of 2 <br /> <br /> <br />
