There have been delays in previous fiscal years with the completion of the sidewalk repair
projects. Most delays have been the result of issues with the contractors. This has
pushed back the expenditures of the CIP funding into subsequent fiscal years. The
specifications have been improved and a second sidewalk inspector was hired. Staff is on
track to complete this subject project, promptly initiate the following project, and be back on
fiscal year schedule with expenditures.

Alternatives
Alternatives to the change order include:
· Do not perform additional work exceeding the original contract. The current project will
be concluded and the work will be added to the next contract. This will cause a 90 to
120 day delay in performing the work.
· Reduce the amount of the change order. Base the work on a lesser dollar amount
instead of completing Reporting Area 20.
· Increase the amount of the change order to add work in the next reporting area. Staff
recommends closing this contract after completing Reporting Area 20. This is the
geographic limit where property owners have been notified, and this is a clean
separation point to the next project.

Staff has notified the residents in Reporting Area 20 that the sidewalk repairs would be
completed in this year's project timeframe. Residents in Reporting Area 20 are expecting
the repair work to be completed. Staff recommends approving the change order to
continue with L & B Engineering to complete the project area (Reporting Area 20).

Fiscal Impact
Funds are available in the Capital Improvement Program approved budgets:
Tree Preservation and Sidewalk Repair funding (FY 00-01 and 01-02) $927,208
Traffic mitigation fund for wheel chair ramps funding (FY 00-01, 01-02) $130,000
Total Balance of funds $1,057,208

Scheduled expenditures:
Change Order No. 1 (2000-2001 contract) $120,000 (complete 2/28/02)
2001-2002 Tree Preservation and Sidewalk Repair Prog. $650,000 (award by 3/31/02)
2002 Cost Shared Sidewalk Repair Project (City Share) $150,000 (award by 4/30/02)
Inspection and Administration ~100,000 (through 6~30~02)
Total expenditures $1,020,000

-' Ed Eve
Gordon Mann Peter I.n.g. ra,rn A~J~r - t
Public Works Superintendent vublic vVOrKS services uirec or City Manag~

Attachments
Reporting Area 20 map
