Discussion of 1999-2006 Draft Housing Element; <br /> <br /> Senior Planner Riordan utilized a PowerPoint presentation beginning with the background and <br /> showing the housing need in various income levels. Two members of the Housing Element Sub <br /> Committee assisted in the presentation, Planning Commissioner Paulsen and Housing and <br /> Human Concerns Committee Member Watry. <br /> <br /> Most of the identified 2,544 housing units could be located in the Downtown area through <br /> adoption of the Housing Element and Downtown Area Plan. Recommended strategies to <br /> accomplish that goal are allowing higher densities in appropriate areas suer as properties close <br /> to transit, promoting efficiency units, revision of parking requirements, removal of <br /> governmental restraints and protecting housing units deemed to be at risk. <br /> <br /> Public Works Services Director Ingram referred to last week's presentation on the status of <br /> water. He stated that the City needs to be creative in planning for housing and promote water <br /> conservation and alternative water sources. <br /> <br /> M/S Hartnett/Howard to direct staffto submit the amended Draft to the State for their review; <br /> adopt the policy that after State review, the Draft will go back to the Planning Commission, <br /> then to City Council prior to the Final Housing Element being sent to the State.
