Another common complaint the Police Department receives pertains to the parking of <br />commercial vehicles in areas that are typically used by for residential parking. In <br />addition to taking up street spaces that are increasingly in short supply, commercial <br />vehicles are often large, and create a safety hazard for nearby pedestrians, bicyclists <br />and vehicle drivers who cannot easily see around these vehicles. The Municipal Code <br />has several sections that pertain to commercial vehicles: <br /> <br />· Municipal Code Section 20.96.1 prohibits parking of vehicles weighing more than <br />five thousand (5,000) pounds for more than two hours on portions of four streets, <br />Veterans Boulevard, Oddstad Drive, Oddstad Road, and Hansen Way <br /> <br />· Municipal Code Section 20.101 prohibits parking of commercial vehicles on any <br />street between 2 a.m. to 5 a.m. and parking of vehicles weighing ten thousand <br />(10,000) pounds or more on any residential street at any time except as necessary to <br />perform a service for a residence <br /> <br />The proposed code changes below will update the Municipal Code sections pertaining <br />to oversized commercial vehicles, allowing the Police Department to more effectively <br />respond to complaints. The ordinance does not, however, pertain to smaller, personal <br />vehicles which people may also use for commercial purposes. The bullet points below <br />summarize each provision; please see the attached ordinance for the exact language: <br /> <br />· Updates the Definition of “Oversized Commercial Vehicle”: “Commercial Vehicle” <br />shall have the meaning ascribed to it by Vehicle Code Section 260, and the term <br />“oversized” shall mean a commercial vehicle that exceeds twenty-four and one half <br />(24.5) feet in overall length (including any load or accessory thereon) or that has a <br />manufacturer’s gross vehicle weight rating of more than eight thousand (8,000) <br />pounds. <br /> <br />· Two-Hour Restriction: When signs are installed, oversized commercial vehicles <br />cannot park for more than two hours without moving at least one vehicle length. <br /> <br />· Expanded/Clarified Night-Time Restrictions: Between the hours of 8 p.m. and 5 <br />a.m., oversized commercial vehicles cannot be parked for more than one hour on any <br />street without moving at least one car length. <br /> <br />· Residential District Restrictions: The parking of oversized commercial vehicles in <br />residential neighborhoods is prohibited at all times unless the vehicle is there to <br />unload goods for a nearby residence, or is there while employees are performing a <br />service for nearby residences. <br /> <br />6.4.A. - Page 5
