Staff believes that the Police Department will be able to respond more effectively to <br />neighborhood concerns if the proposed revisions are enacted. However, in highly <br />impacted neighborhoods, staff expects other parking concerns to remain, as these <br />changes will not resolve other issues. Staff will continue working these neighborhoods <br />to develop additional solutions. <br /> <br />Next Steps <br />If this first reading is adopted by the City Council, the second reading of this ordinance <br />will occur in January 2018. The ordinance will then go into effect 30 days after the <br />second reading, and can be enforced at that time. <br /> <br />ALTERNATIVES <br />The Council may choose not to adopt the proposed ordinance revisions, or may direct <br />staff to prepare alternative language for consideration. <br /> <br />FISCAL IMPACT <br />A considerable amount of staff time has been spent considering and drafting the <br />attached ordinance revisions. In addition, Police Department personnel time will be <br />utilized to enforce these regulations. <br /> <br />ENVIRONMENTAL REVIEW <br />The proposed Ordinance Amendment is not a project within the meaning of section <br />15378 of the CEQA Guidelines because it has no potential for resulting in physical <br />change in the environment, either directly or ultimately.
