<br /> <br />Page 8 of 9 <br />Ms. Manzi stated that she has not looked at the information from the <br />most recent round of the survey. However, the surveys they did in the <br />past were about what you would expect across the board. However, she <br />stated there were some groups that were slightly underrepresented and <br />those that were slightly overrepresented. <br /> <br />Commissioner Guerrero asked if they will be offering Spanish <br />translation at the next meeting. <br /> <br />Ms. Manzi stated that all the meetings offer Spanish translation <br />services. <br /> <br />Vice Chair Bondonno stated he wanted to echo the comments of his <br />fellow commissioners. He stated they need to be conscious of carrots <br />versus sticks and working to ensure they offer more carrots. He stated <br />they want to ensure they are being realistic when they talk about multi- <br />model. He asked about the transition to VMT. He stated that this <br />transition is because of state legislation. He stated that he believes LOS <br />can be helpful when looking at more specific areas and projects. He <br />asked if the city is moving completely away from LOS. <br /> <br />Ms. Manzi stated that the city can still use LOS for operational issues <br />around a project, but not an environmental impact. <br /> <br />Vice Chair Bondonno stated that a body like the Planning Commission <br />uses an EIR as an important, but one part of making a decision. He <br />stated that they could still ask for LOS studies. He stated that VMT <br />wouldn’t answer some of the more specific questions that LOS studies <br />can. He asked what the level of effort is to perform a VMT versus a <br />LOS. <br /> <br />Ms. Manzi stated that it depends, but the state feels that VMT will be <br />simpler and cheaper for projects. She stated they will be developing <br />new checklists. <br /> <br />Chair Radcliffe stated she would like to see the streetcar project <br />encouraged. She would like Council to look at the sidewalk program <br />and see if they can move that solely under city control, this way they <br />can encourage more people to use them. <br /> <br />8. MATTERS OF COMMISSION INTEREST <br /> <br />Planning Manager Turner stated that the City Council approved the El <br />Camino Real Corridor Plan. <br /> <br />Vice Chair Bondonno stated that the meeting where the City Council <br />approved the plan was full of good discussion. <br /> <br />Planning Manager Turner stated this is the final meeting of 2017. He stated <br />their next meeting is scheduled for January 16, 2018. <br /> <br />9. MOTION TO ADJOURN <br /> <br />9.A - Page 24
