about cars. He stated that they need to balance how they encourage
people not to drive versus forcing them not to drive. He stated there are
certain populations like seniors and kids that need cars. He stated he
would like to see collaboration with nearby cities as well. He stated he
wants to start thinking about how they localize these efforts to
neighborhoods.

Commissioner Schmidt stated he appreciated Commissioner Safdari’s
comments. He stated it would be hard to get him out of his car because
he loves it so much. He stated they should find a way to incentivize
getting people out of their car without telling them they shouldn’t drive.

Commissioner Hale stated that when she saw the scorecard, she
thought it was a lot to grade on, which dilutes the power of what they
are trying to optimize. She thinks they should consider a smaller
scorecard or a weighted scorecard that would bias things like safety,
environment, and health. She stated that it is important to look at
neighborhood solutions. She encouraged them to look at metrics like
walkability. She stated that having something or somewhere to walk to
is important. She stated she isn’t sure they are being ambitious enough.
She stated that information like the trip generation is important to share
with future planning efforts.

Planning Manager Turner concurred that this information and data can
be used for future planning efforts.

Commissioner Hale stated that new types of housing and new residents
change the kinds of behaviors that effect the city.

Commissioner White stated he was struck by the large percentage of
individuals who reported being interested but concerned in bicycling. He
stated that they should work to create partnerships with public and
private organizations to help incentive bicycling. He stated bike shares
can be a huge incentive, but they are not available everywhere.

Commissioner Guerrero asked if they have considered the impacts of a
trolley or street cars.

Ms. Manzi stated that certain projects like that will be captured in future
surveys.

Commissioner Guerrero echoed the thoughts about working within the
neighborhoods and improving walkability. She stated this will be
particularly difficult in some neighborhoods. She stated that, in regard to
the survey, how many responses did they receive?

Ms. Manzi stated they received 800 responses and something over
2,000 dots on the map.

Commissioner Guerrero asked if Ms. Manzi feels confident that they
have been able to reach the demographics in the city.

9.A - Page 23
