REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 12, 2018 <br /> <br />SUBJECT <br />Reject all Bids - 2017-2018 Redwood Creek Improvements Project <br /> <br />RECOMMENDATION <br />By motion, reject all bids and authorize staff to re-advertise more focused improvements <br />for public bidding <br /> <br />BACKGROUND <br />Description of Creek System <br />The Redwood Creek and its tributaries convey storm water run-off from the hills to San <br />Francisco Bay. Storm water within the City primarily drains by gravity to Redwood Creek <br />or one of its tributaries: Emerald Branch, Jefferson Branch, Kensington Branch, and <br />Stulsaft Branch. These branches converge one by one to finally discharge into San <br />Francisco Bay near Bradford Street and total about 8 miles in length collectively. Certain <br />portions of Redwood Creek and its tributaries were moved into concrete-lined channels <br />and box culverts in the mid-1960s. Over time, these concrete structures developed <br />deficiencies and require repair. <br /> <br />Project History and Recent City Actions <br />Repair and improvements of the concrete structures are needed to ensure continued <br />reliability of the storm water collection system. In 2012, the City contracted with BKF <br />Engineers to investigate deficiencies of Redwood Creek and tributaries. Based on this <br />report, the Jefferson Branch between Clinton Street and El Camino Real and Redwood <br />Branch between Hudson Street and Cleveland Street were selected for the first phase <br />of improvements. <br /> <br />In fall 2015, the City obtained permits from the following regulating agencies to work <br />within Redwood Creek and its branches: the US Army Corps of Engineers (USACE), <br />California Regional Water Quality Control Board (RW QCB), and California Department <br />of Fish and Wildlife (CDFW). The permits allow for repair, rehabilitation or replacement <br />within the concrete channel and concrete box culvert portions of the creek only. <br />However, no work is allowed within natural lined channels. It is expected that the <br />subject project will be the first in several creek system repair phases. <br /> <br />Following approval from the permitting agencies, in December 2016, the Council <br />awarded a contract to Wood Rodgers to prepare the plans, specifications and cost <br />estimates for this project.
