Several potential contractors commented they were too <br />busy with other projects and/or decided not to participate due to the complexity of the <br />project. <br /> <br />Staff and the City’s consultant, Wood Rodgers, made some adjustments in the project <br />plans and specifications and rebid this project on December 14, 2017. Staff increased <br />the allowable work days in order to have more participating bidders and to receive <br />reasonable bids. However, only two bids were received for the 2017-2018 Redwood <br />Creek Improvements Project. Furthermore, these proposed project costs outlined in <br />these bids far exceeded the engineer’s estimate and project budget as described below. <br /> <br />ANALYSIS <br />Project Description <br />This project has two distinct geographic areas: one segment on Jefferson Branch and one <br />segment on Redwood Creek Branch. Each segment has their own access and site <br />constraints but similar structural deficiencies and channel improvements. Staff has <br />determined that Jefferson Branch has greater deficiencies, and therefore is prioritized over <br />the Redwood Creek Branch. <br /> <br />Bid Results <br />The bid document requested that the contractors bid on a “base project” and “add project”, <br />which together from the “Total Bid.” The low bidder is determined by the Total Bid Amount. <br />However, the City retained the right to only authorize the base project.
