REPORT
To the Honorable Mayor and City Council
From the City Manager

February 12, 2018

SUBJECT
Letter to San Mateo County Transit District regarding City participation in Dumbarton
Transportation Corridor Study and Decision-Making Process

RECOMMENDATION
By motion, authorize Mayor to sign the attached letter on behalf of the City Council
regarding City participation in Dumbarton Transportation Corridor Study and Decision
Making Process

BACKGROUND
On November 13, 2017 the City Council received a presentation from Melissa
Reggiardo, Principal Planner for Samtrans, regarding key elements of the Dumbarton
Transportation Corridor Study. The November 13th staff report, and an Executive
Summary describing the Dumbarton Transportation Corridor Study is attached to this
report.

In addition to providing transportation options for Redwood City residents and
employees who cross the Bay for work, the plan includes recommendations that, if
implemented, would impact the Redwood City Transit Center and adjacent land uses.
Therefore, it is critically important that the City (and other affected agencies) have an
active role in the Dumbarton Transportation Corridor Study decision-making process.

With that in mind, City staff has drafted a letter, which is described below and attached
to this report. This letter outlines the scope of requested participation, suggests topic
areas for further study and requests reimbursement of City costs. This letter would be
signed by the Mayor on behalf of the City Council. City staff has met with
representatives from the City of East Palo Alto, City of Menlo Park, Town of Atherton
and County of San Mateo, and expects that each of these agencies will make a similar
request.

ANALYSIS
The attached letter requests the City have an active role in the planning and decision
making process. The summary of requests is broken down into three categories: the
6.1.D. - Page 1
