role of local agencies in the review and decision-making process, initial thoughts on <br />topics that must be studied, and the need for reimbursement of costs. <br />City Review and Role in the Decision Making Process <br />To date, the City has been informed of project decisions at key milestones, which has <br />been appreciated. Moving forward, to ensure the success of future work, the City of <br />Redwood City and other affected local agencies must be active participants in the <br />technical and outreach work and in the decision-making process. Therefore, the City <br />requests: <br />· A Technical Advisory Committee (TAC) be formed and meet on a regular basis. This <br />TAC would be most effective if it included staff members from four key jurisdictions: <br />East Palo Alto, Menlo Park, Redwood City, and San Mateo County; and <br />· A Policy Advisory Committee (PAC) be formed and meet on an occasional basis to <br />provide higher-level feedback. We recommend that the PAC be formed with elected <br />officials from East Palo Alto, Menlo Park, Redwood City, and San Mateo County. <br />Initial Areas to Include in the Study <br />The City understands that SAMTRANS is in the process of initiating the next steps for <br />review of the Dumbarton Transportation Corridor Study, and that there will be a number <br />of opportunities to have certain topics considered and reviewed in the future. These <br />discussions have direct bearing on key transportation initiatives in Redwood City, <br />including our Citywide Transportation Study, Streetcar Study, Transit Center Study, and <br />Whipple Avenue Grade Separation Study. Because of this, the City suggests the <br />following topics be included in the scope for the next phase of work for the Dumbarton <br />Transportation Corridor Study: <br />· Determine the feasibility of a bicycle-pedestrian corridor from East Palo Alto to <br />Redwood City along the rail right-of-way. <br />· Examine the impacts of a rail shuttle on the roadway network and the Redwood City <br />transit center. It should also determine how this service would be compatible with <br />future streetcar service in Redwood City. <br />· Consider the impact of grade separation and/or street closures required to <br />accommodate tracks for Dumbarton Rail. Currently, two Redwood City transit center <br />alternatives anticipate the rail shuttle. One alternative includes an elevated platform <br />at the current station location, while the other moves the station one block north to <br />accommodate four tracks side by side.
