REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 13, 2017 <br /> <br />SUBJECT <br />Dumbarton Transportation Corridor Study <br /> <br />RECOMMENDATION <br />Receive a presentation from SamTrans staff on the draft report <br /> <br />BACKGROUND <br /> <br />Note: Most of this content was provided in a staff report to the San Mateo County <br />Transit District at the District’s August 2, 2017 Board meeting <br /> <br />The San Mateo County Transit District (District) recently has completed a draft of the <br />Dumbarton Transportation Corridor Study, which documents how to improve mobility <br />and reduce congestion on the Dumbarton Bridge corridor between Alameda, San Mateo <br />and Santa Clara counties. The study evaluated a variety of transportation alternatives <br />on the Dumbarton Bridge (Highway 84) and its approaches, and examined how to <br />rehabilitate and repurpose the Dumbarton rail bridge for transit purposes. An Executive <br />Summary of the draft Study is provided as Attachment 1. <br /> <br />The study recommends both operational and infrastructure improvements on Highway <br />84 and the Dumbarton rail bridge that will be phased over time. As such, the study <br />identifies short, medium and long-term transportation alternatives that contribute to the <br />ultimate vision for a multi-modal corridor. <br /> <br />The District has worked collaboratively with project partners including Facebook, the <br />San Mateo County Transportation Authority (TA), Alameda County Transportation <br />Commission (ACTC), and AC Transit. The cities in the corridor have also been engaged <br />as major stakeholders in the project. <br /> <br />The Study commenced in late February 2016 and SamTrans staff conducted a number <br />of stakeholder and public outreach meetings, including a presentation to the City of <br />Redwood City Complete Streets Advisory Committee. <br /> <br />ANALYSIS <br />At the City Council’s request, Melissa Reggiardo, Principal Planner for SamTrans, will <br />present key elements of the Dumbarton Transportation Corridor Study on November 13, <br />6.1.D. - Page 7
