The City understands that SAMTRANS is in the process of initiating the next steps for review of the <br />Dumbarton Transportation Corridor Study, and that there will be a number of opportunities to have <br />certain topics considered and reviewed in the future. These discussions have direct bearing on key <br />transportation initiatives in Redwood City, including our Citywide Transportation Study, Streetcar Study, <br />Transit Center Study, and Whipple Avenue Grade Separation Study. Because of this, the City suggests <br />the following topics be included in the scope for the next phase of work for the Dumbarton <br />Transportation Corridor Study: <br />• Determine the feasibility of a bicycle-pedestrian corridor from East Palo Alto to Redwood City along <br />the rail right-of-way. <br />• Examine the impacts of a rail shuttle on the roadway network and the Redwood City transit center. <br />It should also determine how this service would be compatible with future streetcar service in <br />Redwood City. <br />• Consider the impact of grade separation and/or street closures required to accommodate tracks for <br />Dumbarton Rail. Currently, two Redwood City transit center alternatives anticipate the rail shuttle. <br />One alternative includes an elevated platform at the current station location, while the other moves <br />the station one block north to accommodate four tracks side by side. These alternatives would <br />affect existing at-grade rail crossings, and therefore the scope of the Dumbarton Corridor Study <br />should address these issues. . For example, street closures could result in traffic impacts at adjacent <br />intersections as well as increase Vehicle Miles Traveled (VMT). <br />• Ensure that future plans improve connections from the East Bay to major Redwood City <br />employment centers (Downtown, Pacific Shores, and Redwood Shores). <br />Reimbursement Request <br />The City requests full reimbursement of staff and consultant time while supporting, reviewing and <br />providing input on the Dumbarton Transportation Corridor study. The City also requests reimbursement <br />of construction costs associated with required changes to the Redwood City Transit Center and <br />connections to the Transit Center (bicycle, pedestrian, etc.), that must be constructed to accommodate <br />the new rail service. <br />On behalf of the Council, thank you for the consideration of our requests and for all the work you do to <br />improve our region’s transportation system.
