Redwood City Public Fields

Date:

August 23, 2005

Client:

The City of Redwood City
1017 Middlefield Road
Redwood City, CA 94064

Introduction

At the request of The City of Redwood City, Green Environment inc. (GEl) has prepared this
proposal to characterize soils at four (4) public field locations as follows: three (3) fields at Red
Morton Park; one (1) field at Haas Park. Each field is approximately 100 yards long by 50 yards
wide. At each location, the City plans to remove the grass, excavate 1.5 to 2 feet of soil, install
subsurface drainage piping and place the soil back in place with compaction prior to covering
with a synthetic field turf. The purpose of the soil characterization is to provide soil analytical
data to bidding contractors primarily for worker health & safety purposes. The data will also be
useful in the case soil may need to be disposed offsite.

Based upon the fact the City plans to reuse the soil onsite, it is GEl's professional opinion that
the Department of Toxic Substances Control's Information Advisory for Imported Fill Material
(DTSC October, 2001), which is also generally used as guidance for onsite soil reuse, provides
appropriate soil characterization parameters for this project. Analyses specified under this
guidance are also typically required by landfill disposal facilities.

GEl proposes to collect and analyze soil samples from the proposed excavation area(s) prior to
excavation. Using hand-operated auger drilling equipment, soil borings will be drilled into the
area to be excavated and soil samples will be collected for laboratory analyses. Details are
provided below.

Scope of Work:

Task 1. - Soil Borings, Sample Collection and Analyses

.

Prepare a site-specific health and safety plan for the proposed field work.

.

GEl will drill four (4) borings on approximate V,¡ acre centers on each field within the
proposed excavation areas. GEl will field screen each boring. One (1) discrete soil
sample will be collected from each boring location at an approximate depth of one (1)
