IR ,o the Honorable Mayor and .?.,ty Council <br /> EP <br /> 0 <br /> R <br /> T <br /> From the City Manager <br /> <br />February 25, 2002 <br /> <br />Subject <br />Water Recycling Project <br /> <br />Recommendation <br />By motion, approve Task Order No. 2 to the professional consulting engineering services <br />agreement with Kennedy/Jenks Consultants <br /> <br />Background <br />On June 11, 2001 the City Council approved the agreement with Kennedy/Jenks <br />Consultants for the Water Recycling Feasibility Study for the Redwood Shores area, in the <br />amount of $155,000. Kennedy/Jenks was recommended from a field of four firms following <br />a competitive, two-phase selection process. <br /> <br />On i January 28, 2002, the City Council approved Task Order No. 1 which authorized staff <br />and Kennedy/Jenks to begin working directly with CalTrans, the San Mateo County <br />Transportation Authority and their design consultants to conduct a pre-design study of the <br />proposed Hwy. 101 bike path recycled water transmission line and develop a checklist of <br />all technical requirements, permits, constraints and potential costs associated with the <br />work. That work is proceeding and if there are no major, insurmountable problems, staff <br />will return to Council for additional task order authority - if required - to complete design <br />specifications and bid documents. The not-to-exceed amount of Task Order No. 1 is <br />$20,000.00. <br /> <br />On February 4, 2002 the City Council accepted the Water Recycling Feasibility Study final <br />report for the Redwood Shores area, produced by Kennedy/Jenks Consultants under the <br />original agreement. The Council also approved the list of next steps for implementation of <br />the Redwood Shores Water Recycling Project, including a cost effectiveness study, project <br />financing plan and review of water rates and connection fees. In preparing the scope of <br />work for Task Order No. 2, staff has asked Kennedy/Jenks to retain the services of Bartle <br />Wells Associates to perform much of the financial analysis work. Also, staff has added a <br />refined "market assessment" of the greater "Bayfront Area" (east of Hwy. 101 and south of <br />Whipple Ave.) and a more developed concept plan for pipeline alignments in the Bayfront <br />Area and core area of Redwood City. The work products from this task will provide timely <br />information for use by the City to respond to development projects as well as produce all <br />required project information for CH2M HILL to perform the environmental documentation <br />for the proposed project (see companion staff report for new, separate agreement with <br />CH2M HILL). A contingency allowance of 80 hours is included as well, to provide some <br />flexibility as the work moves ahead and as the City Council Utilities Committee begins their <br />input and review of work products.
