Redwood Shores Area, dated 22 January 2002. This recent study will be used as the basis for
performing additional work under this task. The intent is to identify all facility requirements and
cost components, develop an overall recycled water CIP, create a phased implementation plan,
and perform an economic analysis of a recycled water system that would serve the most cost-
effective customers these three areas of Redwood City, and maximize the use of recycled water.

Task 3.t - Refined Market Assessment

Consultant will refine thc recycled water market assessment for thc "Greater Bayfront" Area.
Consultant will collect, review, evaluate and summarize specific irrigation and non-irrigation
demand information through field reconnaissance and using information provided by the City's
Community Development Services Department for proposed development and re-development.
A meeting will be conducted with the City's Community Development Services Dep~utment and
the City's Environmental Consultant to collect and discuss development information. Existing
and future recycled water customer locations and demands will be identified and summarized in
tabular form and depicted using the City's Geographical Information System or existing aerial
photography. The existing market assessment for Redwood Shores and Central Redwood City
will be reused fxom the aforementioned Redwood Shores study, and a composite market
assessment map will be created in GIS or using aerial photography, showing the relative size,
customer identification number and location of customer demands in the three areas of Redwood
Cit~ being addressed under this study. Specific meter connection locations will not be shown for
customers in the Greater Bayfront and Central Redwood City areas, unless provided by the City.

Subtask 3,2 - Treatment Evaluation

The additional treatment facility requirements for producing recycled water to serve customers
outside of the Redwood Shores area will be developed based on prior work, for the recycled
water market identified under Subtask 3.1. Capital and operations and maintenance requirements
will be developed for two disinfection options, hypochlorite and ultraviolet light (UV), and a
map will be prepared showing the location and phasing of required treatment facilities. SBSA
will be contacted to discuss new information regarding SBSA's investigation into the final
feasibility of using ultraviolet light for disinfection. Available results of the UV investigation
will be incorporated into the treatment evaluation.

Subtask 3.3 - Distribution Evaluation

The distribution system will be evaluated for up to four alternatives, using the following step-by-
step approach.

· Identify an initial transmission and distribution pipeline system alignment in GIS or on
aerial photography, based on prior work and Subtask 3.1. Distribution pipelines and
service laterals will be shown for connection of all proposed customers to transmission
pipelines.

· Meet with City staffto discuss pipeline alignment constraints, storage/pumping site
possibilities, special pipeline crossing requirements, and opportunities to combine
construction of recycled water pipelines with other planned City projects.

Recycled Water Program Support Services 3 of 7 2/19/2002
1Z38 PM
