Subtask 3.6 - Phased Implementation Strategy and Recycled Water <br /> CIP <br /> <br />Based upon prior meetings with City and SBSA staff and consultants, a phased implementation <br />plan will be developed for facilities construction and recycled water deliveries under one <br />selected alternative. The capital costs fi:om Subtask 3.4 will be developed into a phased Capital <br />Improvements Plan (CIP). <br /> <br />Subtask 3.7 - Economic Analysis <br /> <br />An economic analysis will be prepared following the methodology generally prescribed in the <br />Urban Water Recycling Feasibility Guidebook, prepared by the California Urban Water <br />Agencies and the WateReuse Association. The analysis will evaluate the cost-effectiveness and <br />cost/benefit of the proposed project considering capital costs, O&M costs, and other monetary <br />and non-monetary factors. The recommended project alternative will be compared with a "No <br />Project" alternative and a "break-even" analysis will be provided. <br /> <br />3.8 - Draft and Final Executive Summary Report <br /> <br />Based on the work performed under this task and prior studies, conclusions and recommendations will be <br />provided regarding the feasibility and costs of providing an expanded recycled water project for Redwood <br />City. A draft and final Executive Summary report will be prepared for work performed under Task 3. <br />Following submittal of the draft report, a meeting will be conducted with the City to discuss review <br />comments. Ten copies of the draft and final Executive Summary report, and a '¥ead-only" electronic <br />version of the report, will be provided. <br /> <br />Task 4: Project Funding Evaluation <br /> <br />Subtask 4.t - Coordinate with City on Potable Water CIP Components <br /> <br />The City will provide a phased potable water CIP for Consultants use. Consultant will review <br />the relationship between the potable and recycled water CIP projects and will examine the <br />benefits and constraints of separate potable and recycled water enterprises, or a single overall <br />water enterprise approach. <br /> <br />Subtask 4.2 - Create and Allocate Overall Water CIP between Existing <br /> and Future Users <br /> <br />In conjunction with the City, Consultant will develop an equitable method of detei~niining the <br />beneficiaries of projects and project elements. Each project will be assessed to detemfine if it <br />provides an upgrade, an expansion, or a combination of both. The project capital costs will be <br />allocated between current users and future users in accordance with applicable laws and <br />regulations. <br /> <br />Subtask 4.3 - Identify and Evaluate Capital Funding/Financing Options <br /> <br />Consultant will investigate and review alternative methods available to the City for funding <br />planning and construction of water and recycled water capital projects; including local, state and <br /> <br />Recycled Water Program Support Services 5 of 7 2/19/2002 <br /> 12:38 PM <br /> <br /> <br />
