The potential <br />benefits of creating a Joint Powers Authority between the City and SBSA or other party will be <br />reviewed. All of the possibilities will be summarized in a matrix comparison that includes <br />availability, cost, timing, and amount factors, etc. A meeting will be conducted with the City <br />staff and Utilities Commission to discuss the options available. <br /> <br />Subtesk 4.4. - Recommend a Capital Financing Plan for the Overall <br />Water CIP <br />Based on work under Subtask 4.3, Consultant will recommend an over-all financing plan <br />incorporating one or several of the available alternatives. The annual capital costs associated <br />with the recommended plan including, estimated debt amortization, loan payments and timing of <br />financing and repayments will be provided. <br /> <br />8ubtask 4.5 - Perform Rate and Revenue Analysis <br /> <br />Subtaak 4,5.1 Review City's Potable Water Rates and Rate Structure <br /> <br />Consultant will examine the City's current water rate structure and determine how the potable <br />rate structure would be applicable to recycled water rates. Recommend changes to the current <br />rates will be provided, if needed. The adequacy of potable water rates will be reviewed with <br />respect to developing sufficient revenues. <br /> <br />Subtaak 4.5.2 - Review Rates and Revenue Structure from Other Programs <br /> <br />Consultant will review four other public water recycling programs and develop case infoii,afion <br />on rates and rate structures, based on information collected by the City under Subtask 2.1. <br />Policies regarding recycled water rates will be reviewed and a comparison of potable and <br />recycled water rates and rate structures will be provided. Consultant will provide an opinion on <br />how pricing policies appear to affect recycled water program acceptance. <br /> <br />Subtaak 4.5.3 - Develop Recycled Water Rate Structure <br /> <br />Consultant will examine the advantages and disadvantages of separate potable and recycled <br />water rate structures and determine the costs of water service in the City. A recycled water rate <br />structure will be recommended that is compatible with the potable water rate structure. <br /> <br />Subtaak 4.5.4 - Develop Recycled Water Connection Feea <br /> <br />Consultant will examine the advantages and disadvantages of separate potable and recycled <br />water connection fee structures.
