To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />February 25, 2002 <br /> <br />Subject <br />Award of Contract - Fair Oaks Community Center HVAC Project <br />Engineering File No. 803-02 <br /> <br />Recommendation <br />Approve the award of contract for the Fair Oaks Community Center HVAC project to the <br />lowest responsible bidder, Beals Martin and Associates, Inc. of Redwood City, <br />California for an amount of $250,334. <br /> <br />Background <br />The Fair Oaks Community Center HVAC system needs replacement, due to age and <br />lack of energy efficiency. The 30 year old HVAC equipment is obsolete and has met its <br />service life. This project is to replace the five roof-top mounted HVAC units and ducting <br />with high performance, high efficiency, Iow maintenance units. In addition, all the units <br />will be monitored and operated by a new station control system so that the units can be <br />monitored from a remote central location. The project also includes construction of a <br />screen wall for aesthetically hiding the HVAC units and ductwork from the public's view. <br />Bids for the above named project were opened in the Office of the City Clerk on <br />January 23, 2002, and six (6) bids were received, as shown on the bid summary below: <br /> <br /> Rank Contractor Amount <br /> 1. Redwood Plumbing Co., Inc. dba Redwood General & <br /> Mechanical- Redwood City, CA $338,620.00 <br /> 5. HRB Construction, Inc. - San Jose, CA $380,300.00 <br /> 6. Tucker Construction, Inc. - San Jose, CA $384,400.00 <br /> (Average discarding the high & Iow) $312,814.00 <br /> <br />The Engineer's Estimate for the project is $185,000. <br />The apparent Iow bid of $175,985 is 5% below the Engineer's Estimate of $185,000, but <br />44% below the average $312,814. However, upon re-review of their bid, a <br />mathematical error was discovered in their subcontractor's bid for roofing, causing <br />Carter Pierce Mechanical Services to request a withdrawal of their bid. Due to the <br />difference between the apparent Iow bidder and the average of the other bidders, staff <br />considers the Iow bid non-responsive and concurs with the request for withdrawal of <br /> <br /> <br />
