Staff further recommends that the contract be awarded to the second lowest <br />bidder, Beals-Martin and Associates, Inc. of Redwood City in the amount of $250,334. <br /> <br />Although, the Iow bid is higher than the Engineers Estimate, review of the bids reveals <br />that the Engineer's Estimate underestimated the cost for the five (5) air conditioning <br />units and ductwork @ $130,715 versus $80,000; and underestimated the cost for roof <br />top screen wall @ $32,739 versus $20,000. Beals-Martin has offered several value <br />engineering credits, which include deleting the painting for the duckwork, and switching <br />from a high efficiency to standard efficiency HVAC units. If awarded, value engineering <br />items will be reviewed and considered to insure that the project stays within budget. <br /> <br />A complete copy of the agreement is available for review in the City Clerk's Office. <br /> <br />Alternatives <br />1. Award the contract to Beals Martin and Associates, Inc., and reallocate funds from <br /> another CIP projects. <br /> <br />2. Cancel all bids and re-advertise with the chance that the bidding climate will <br /> improve. <br /> <br />3. Cancel all bids and reduce the scope of the project by deleting some of the HVAC <br /> units, and re-advertise (This is not practical since all the units are obsolete). <br /> <br />Fiscal Impacts <br />The funding required to complete the Fair Oaks Community Center HVAC Project <br />including contingencies, construction inspection, and administration is $288,000. Funds <br />in the amount of $258,000 are currently available for this project, which leaves a <br />shortfall of $30,000 to award this contract.
