EXHIBIT A <br /> <br /> Project Agreement/Scope of Work <br /> <br />Redwood City Recycled Water Transmission System <br /> Environmental Documentation <br /> <br />BACKGROUND <br />The City Council of Redwood City accepted the Water Recycling Feasibility Study final <br />report (prepared by Kennedy/Jenks Consultants) for the Redwood Shores area on February <br />4, 2002. The Council also approved the list of next steps for implementation of the <br />Redwood Shores Water Recycling Project, including California Environmental Quality Act <br />(CEQA) review and clearance for the project. This Exhibit describes the scope of work and <br />budget for the CEQA review, assuming that an Initial Study/Negative Declaration (IS/ND) <br />will serve as the CEQA documentation for the project. For the purposes of this scope, <br />CH2M HILL makes the following assumptions: <br /> <br /> The project includes the recycled water distribution system and customer retrofits in <br /> the Redwood Shores area, the Bayfront Area, and central areas of Redwood City <br /> (i.e., the ultimate project area). <br /> · The City of Redwood City will be the Lead Agency for CEQA purposes, with South <br /> Bayside System Authority (SBSA) as a Responsible Agency. <br /> Environmental review for the pipeline segment within the CalTrans bicycle path <br /> (south of Pulgas Creek to Whipple Avenue) will be covered by CalTrans. <br /> · Pipelines will be constructed within developed street rights-of-way or on developed <br /> private property (i.e., customer retrofits and facilities). Bridge crossings will either <br /> feature bore and jack construction or pipeline installation within bridge structures. <br /> There will be no wetland or wetland vegetation impacts due to construction. <br /> · Two construction scenarios will be evaluated: 3-year phased construction vs. 1-year <br /> fast-track construction of transmission mains. <br /> · The pump station, new 36" transmission line, and recycled water tanks On SBSA <br /> property are not yet included in this scope, due to the need to address their <br /> relationship to the Redwood Shores Bayfront Specific Plan and EIR status. <br /> · Recycled water system graphics will be provided to us by Kennedy/Jenks, to avoid <br /> duplication of graphics efforts. <br /> <br />IS/ND WORK PROGRAM <br />The scope of work for this project is broken into 3 tasks, as shown below: <br /> Task 1: Kick-off Project and Prepare Project Description <br /> Task 2: Prepare Initial Study and Circulate IS/ND <br /> <br /> Task 3: Prepare Response to Comments and Notice of Determination <br /> <br />The preliminary project schedule and fee estimate follow the scope of work. <br /> <br /> 1 OF6 <br /> <br /> <br />
