Task 3: Prepare Response to Comments and Notice of Determination

Following the 30-day public review pedod for the IS/ND, the City will collect any comment
letters received and forward them to CH2M HILL for review. We will meet with City staff to
discuss the comments and formulate appropriate responses. Although responses to
comments on an IS/ND are not formally required under CEQA, we recommend that
responses be prepared, at a minimum, to any public agency comment letters that may be
received. Our scope assumes that a minimal number of comment letters (up to 5), with a
Iow level of complexity, will require response. We will prepare draft responses for the City's
review.

We will also prepare a draft Mitigation and Monitoring Plan (MMP, in matrix format) to
accompany the IS/ND. Following the City's review, we will incorporate any changes and
prepare the final MMP. The required number of copies of the IS/ND, responses to
comments, and MMP will be provided to the City for use as attachments to its staff report for
the project. Our scope assumes attendance by the CH2M HILL project manager at one City
Council hearing.

Following City Council approval of the IS/ND, we will prepare the Notice of Determination
form and provide it to the City for its distribution to the San Mateo County Clerk and State
Clearinghouse. This notice must be filed within 5 calendar days of the City's action on the
project.

Meetings: One meeting with City to discuss comment letters; one City Council hearing.

Deliverables: Draft and final response to comment documents; draft and final MMP; Notice
of Determin. ation form.

3OF6
