The owners have agreed to underground the <br /> lines on the Willow Street side. <br />i <br /> Additional Improvements <br /> This section describes the consideration the City will receive for entering Into the DA. As <br /> already noted, the owner is required to make improvements to the centerline of Willow as <br /> part of their standard improvements. When we began negotiations over the DA, staffs <br /> original notion Was for the owner to make the improvements to the remainder of the <br /> roadway when they did the other work on Willow Street. The owner resisted this idea and <br /> instead proposed an in-lieu fee. Staff agreed to the in-lieu fee for two reasons: <br /> <br /> 1. There are no curbs, gutters or sidewalks on the street. There would need to be <br /> some significant grade changes to ensure that installation of new sidewalk did <br /> not create drainage difficulties with the other properties on the street. This <br /> owner would have to get agreements from adjacent owners to accomplish the <br /> work. <br /> 2. The City is evaluating its policy towards unimproved streets. Whatever the final <br /> form of the policy, receipt of an in-lieu fee will allow the City Council maximum <br /> flexibility. For the term of the DA the in-lieu fees would have to be used on <br /> Willow. After five years the funds could be used anywhere in Redwood City. <br /> <br /> Our Engineer's estimate for these additional improvements is $124,931, including <br /> contingencies and inspection costs. The detailed breakdown of this cost is attached to this <br /> report. <br /> <br /> Alternatives <br /> If Council approves this Ordinance, the owners will have five years to complete their <br /> project. If the Council does not approve the Ordinance, the owners Architectural Permit <br /> expires on February 27, 2002. Their standing as a 'pipeline project' would terminate as of <br /> this date, and any subsequent proposals to develop this site would have to conform to the <br /> current zoning. <br /> <br /> Fiscal Impact <br /> If the development proceeds, passage of the Ordinance will result in the City receiving <br /> $58,134 in-lieu of undergrounding costs; and $124,931 in-lieu of improvements to Willow <br /> Street. These funds will be paid by the owner at building permit issuance. If they never <br /> proceed to site work, the fees will be refunded. Once site work begins, the in-lieu fees will <br /> be non-refundable. The owner must have construction 'substantially commenced' within <br /> two years and 'substantially completed' by the third anniversary3. <br /> <br /> 2 This fee, estimated by City Engineering staff, is derived from the frontage dimension on Middlefield Road <br /> multiplied by an estimated cost of $600 per linear foot of undergrounding (96.89 x $600). The cost of <br /> $600 per linear foot is based on Engineering's recent experience with undergrounding projects. <br /> 3 These are defined terms in the DA. <br /> <br /> <br />
