Processing, Transfer, and Disposal Expense For collection routes that do not overlap geographic boundaries, expenses shall be directly assigned to the jurisdiction. For routes that overlap geographic boundaries, these expenses will be allocated based on the proportionate subscription volumes. E. Insurance Expense (Liability and Auto Premiums, and Deductibles) Insurance Expense will be allocated among jurisdictions based on the proportionate Drivers and Helpers Labor and Related expenses assigned and allocated to each jurisdiction. F. General and Administrative Expenses These expenses will be allocated among jurisdictions based on the proportionate number of total residential, commercial, and industrial accounts. G. Overhead Expenses Corporate and regional overhead expense will be allocated to each jurisdiction based on the proportionate amount of revenue received from each jurisdiction. H. Fixed and Variable ContainerjBin Expenses These expenses will be allocated among jurisdictions based on the number of containers/bins lifts within each jurisdiction's geographic boundary. Where containers/bins are part of a collection program unique to a specific jurisdiction, all related expenses will be directly assigned to that jurisdiction. I. Fees Franchise Fees, and Other Fees will be directly assigned to the jurisdiction. J. Other Expenses Other expenses will be assigned to a specific jurisdiction when possible. Otherwise, these expenses will be allocated among jurisdictions based on their proportion of routes assigned. K. Allocation of Residential and Commercial Recycling Related Costs.
