<br />Attachments 3A, 3B, and 3C allocate the categories of service, described above, by <br />jurisdiction. <br />After determining expenses for the SBWMA service area, (i.e., eliminating expenses <br />related to La Honda, Pescadero, and Half Moon Bay) total expenses must be assigned to <br />the following jurisdictions: <br /> .:. Burlingame <br /> .:. San Mateo <br /> .:. Hillsborough <br /> .:. Belmont <br /> .:. San Carlos <br /> .:. Redwood City <br /> .:. Atherton <br /> .:. Menlo Park <br /> .:. East Palo Alto <br /> .:. Foster City <br /> .:. Fair Oaks <br /> .:. Unincorporated San Mateo County <br />When the Contractor cannot directly assign an expense to a specific jurisdiction, it will <br />allocate these costs. With the exception of Residential and Commercial Recycling <br />Expenses, which are shown separately below, the following describes the methodology to <br />be used in allocating expenses among the various local jurisdictions of the SBWMA: <br />A. Drivers' and Helpers' Labor and Related Expenses <br /> These expenses will be directly assigned to each jurisdiction based on the actual <br /> equivalent workforce that services the jurisdiction. For routes that overlap <br /> jurisdiction geographic boundaries, labor expenses will be allocated based on the <br /> proportionate number of cans and lifts (for bin service) within each local <br /> jurisdiction. <br />B. Supervisory Labor and Related Expenses <br /> These expenses will be allocated among local jurisdictions based on the <br /> proportionate Drivers and Helpers Labor and Related Expenses assigned and <br /> allocated to each jurisdiction. <br />e. Fixed and Variable Truck Operating Expenses <br /> These expenses will be directly assigned to each jurisdiction based on the <br /> equivalent routes that service the jurisdiction.
