IREPORT To the Honorable Mayor and City Council <br /> From the Cit~' Manager <br /> <br />July 1,2002 <br /> <br /> Subject <br /> Professional Services Agreement with DES Architects & Engineers for the preparation of <br /> Construction Documents for the Restoration of the Historic Courthouse <br /> <br /> Recommendation <br />1. Approve Agreement for Delegation of Project Management Authority between the <br /> Redevelopment Agency of the City of Redwood City and the City of Redwood City. <br /> <br />2. Approve an agreement with DES Architects & Engineers for the preparation of <br /> construction documents for the Restoration of the Historic Courthouse Project, and <br /> authorize Phase I of the work in an amount not to exceed $54,000. <br /> <br /> Background <br />The City Council has agreed to be the lead agency for the Historic Courthouse <br />restoration, and has appropriated $500,000 towards design for restoration of the <br />Courthouse and design of the plaza. <br /> <br /> DES Architects & Engineers has submitted a proposal that consists of four phases: <br /> <br /> Phase 1 - Schematic Design Documents and Cost Estimate <br /> Phase 2 - Construction Documents <br /> Phase 3 - Plan Check Process <br /> Phase 4 - Bidding and Award Construction Administration <br /> <br />At this time, we are only asking that Phase 1 be approved. The two reasons for using <br />this approach are: <br /> <br /> 1. The schematic design phase will determine what will be done to the building as <br /> part of the restoration; detail the type of materials used, and determine how to <br /> preserve portions of the annex building, which may be required as part of the <br /> environmental process. <br /> <br /> 2. Following #1 above, we will be able to prepare a more accurate estimate of cost <br /> for the project. <br /> <br />It is important that this first step be done carefully, so that we kn~w the actual scope of <br />the project. All estimates of cost, so far, are based on incomplete drawings and <br /> <br /> <br />
