IREPORT To the Honorable Mayor and City Council From the Cit~' Manager July 1,2002 Subject Professional Services Agreement with DES Architects & Engineers for the preparation of Construction Documents for the Restoration of the Historic Courthouse Recommendation 1. Approve Agreement for Delegation of Project Management Authority between the Redevelopment Agency of the City of Redwood City and the City of Redwood City. 2. Approve an agreement with DES Architects & Engineers for the preparation of construction documents for the Restoration of the Historic Courthouse Project, and authorize Phase I of the work in an amount not to exceed $54,000. Background The City Council has agreed to be the lead agency for the Historic Courthouse restoration, and has appropriated $500,000 towards design for restoration of the Courthouse and design of the plaza. DES Architects & Engineers has submitted a proposal that consists of four phases: Phase 1 - Schematic Design Documents and Cost Estimate Phase 2 - Construction Documents Phase 3 - Plan Check Process Phase 4 - Bidding and Award Construction Administration At this time, we are only asking that Phase 1 be approved. The two reasons for using this approach are: 1. The schematic design phase will determine what will be done to the building as part of the restoration; detail the type of materials used, and determine how to preserve portions of the annex building, which may be required as part of the environmental process. 2. Following #1 above, we will be able to prepare a more accurate estimate of cost for the project. It is important that this first step be done carefully, so that we kn~w the actual scope of the project. All estimates of cost, so far, are based on incomplete drawings and
