"assumptions" regarding construction materials. This step is needed for the Council to
make an informed decision about the project.

The design package will be prepared as two bid documents: (1) demolition, and 2)
reconstruction. This will give us the option of doing demolition sooner if there is a
chance to save money.

Within the proposal are the services of Hathaway Dinwiddie for cost estimating, and
Alpha Tech for electrical and exterior lighting.

The remaining phases of the design process will be approved through Addendums to
this agreement, approved by City Council.

The design team is anticipating completion of all construction documents by the end of
this calendar year.

This agreement does not include the design of the Plaza. That agreement will come to
the City Council in August of this year.

The first agreement, which is to be approved by both the City and the Redevelopment
Agency, delegates the authority for restoration to the City. This agreement clarifies the
role of both the Agency and the City, with respect to the project.

Alternatives
1. Hold off on the design phase until funding for all construction is secured.

2. Approve funding for this entire design even though we do not know the scope of
work or construction costs.

Fiscal Impacts
Funds in the amount of $500,000 have been set aside from the Redevelopment Agency
for the design phase of the project.

~a~r, ~/ngine~ Const-- ru ct ion Community De velopment Services Di re cto r
Ed Everett
City Manager

JP:ss
S/library/joel/Counc# Reports/Consultant Services_Historic Cou/fhouse
